Services Private Roads GuidelinesThe Provincial Subdivision Regulation states in Section 6(1) that every lot, block and other parcel of land in a proposed subdivision shall abut: a) a street owned by the Crown, or b) such other access as may be approved by the commission as being advisable for the development of land. It is the Rural Planning District Commission’s policy that public roads should be used to service subdivisions predominantly composed of year-round residential development, and that private roads are an acceptable means of access to areas used for resource related activities. Developments which may be suited to access by a private road include: - Water oriented residential uses;
- Water access;
- Resource or industrial uses;
- Hunting camps or recreation camps;
- Recreational commercial uses; and
- Conservation or utility uses.
Private roads should be constructed to a standard suited to the use or activity utilizing the road, and consideration should be given to safety, speed, sight visibility, continuity, and the provision of emergency services and routine maintenance.
The Rural Planning District Commission’s complete policies and standards for subdivision on private roads can be found in the Guidelines for Lot Creation on Private Roads, March 2005.
